“On the occasion of the fifth anniversary of the 12 January 2010 Earthquake, that claimed hundreds of thousands of lives, the United Nations family in Haiti honours the memory of all the Haitian women, men and children that perished in this terrible tragedy. We also remember the 102 representatives of the UN who died, including then Special Representative Hédi Annabi and members of the international community alike” stressed the Special Representative of the Secretary-General in Haiti, Sandra Honoré.
Over the last five years, the UN has worked alongside the Haitian Government and people towards recovery and reconstruction, through initiatives aiming at improving access to healthcare and education as well as human rights and culture, with a special focus on the needs of women and children. Progress has also been recorded in the fight against water-borne diseases with increased access to potable water and sanitation as part of the UN’s contribution to the implementation of the National Plan for the Elimination of Cholera in Haiti.
Furthermore, agricultural assistance and environmental protection programmes, targeting persons who were internally displaced as a result of the earthquake or for socio-economic reasons, have helped improve food security while reducing the potential impact of future natural disasters. Efforts have been also aimed at strengthening institutional capacity in the areas of social protection and the rule of law, with an emphasis on the further professionalization of the Haitian National Police and the strengthening of the justice system, which are essential to security and stability.
Cognizant of the remaining challenges and of the need to consolidate gains, the United Nations remain committed, alongside its bilateral and multilateral partners to support the government and people of Haiti.
“The UN are working closely with the Haitian authorities to manage the transition from humanitarian to development assistance, and to help lift out of extreme poverty the 24% of the population still living on less than USD 1.25 a day” said Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator of the UN, Peter de Clercq. In 2015 the UN and its partners will launch a transitional appeal to reflect the progress which had made it possible to shift from a humanitarian based response to the accompaniment of the government in improving resilience of the most vulnerable in the society through the application of sustainable solutions.

Port-au-Prince, le 12 janvier 2015 – « A l’occasion du cinquième anniversaire du séisme survenu le 12 janvier 2010, qui a couté la vie à des centaines de milliers de personnes, la famille des Nations Unies en Haïti salue la mémoire des femmes, hommes et enfants haïtiens ainsi que des représentants de la communauté internationale y compris 102 représentants de l’Organisation des Nations Unies, dont l’ancien Représentant spécial, Hédi Annabi, », a indiqué la Représentante spéciale du Secrétaire général des Nations-Unies en Haïti, Sandra Honoré.
Au cours de ces cinq dernières années, les Nations Unies ont accompagné les efforts de relèvement et de reconstruction du gouvernement et du peuple haïtien, grâce à des initiatives visant à améliorer l’accès aux soins de santé, à l’éducation, aux droits de l’homme et à la culture, avec une attention particulière à la situation des femmes et des enfants. D’importants progrès ont également été réalisés dans la lutte contre les maladies hydriques et en ce qui concerne les conditions de vie de la population avec l’amélioration de l’accès à l’eau potable et à l’assainissement dans le cadre du Plan national d’élimination du choléra.
Par ailleurs, des programmes d’appui à l’agriculture et à la préservation de l’environnement ont contribué à accroitre la sécurité alimentaire et à diminuer l’impact des catastrophes naturelles tout en tenant compte des populations déplacées suite au séisme ou pour des raisons socioéconomiques. Les Nations Unies ont également contribué au renforcement institutionnel, notamment dans le cadre de la protection sociale et de l’état de droit qui, avec la professionnalisation de la police nationale et le renforcement du système judiciaire, sont essentiels à la sécurité et la stabilité.
Conscients de la persistance des défis et de la nécessaire consolidation des progrès, les Nations Unies sont résolument déterminées à poursuivre leur appui au gouvernement et au peuple haïtien, en collaboration avec les partenaires bilatéraux et multilatéraux.
« Les Nations Unies sont engagées aux côtés des autorités haïtiennes dans la transition de l’effort humanitaire vers le développement, afin de sortir de la pauvreté extrême les 24% de la population qui vivent encore avec moins de 1,25 dollars par jour », a indiqué le Représentant spéciale adjoint du Secrétaire général, Coordonnateur résident et Coordonnateur de l’action humanitaire des Nations Unies, Peter de Clercq. L’Organisation des Nations Unies et ses partenaires lanceront un appel transitoire en 2015, reflétant les progrès qui permettent de passer d’une approche basée sur les besoins humanitaires à une approche d’accompagnement du gouvernement pour améliorer la résilience des plus vulnérables à travers des solutions durables.
